NSA Membership Form - 2021

Below is our annual membership form.   Annual dues serve the main purpose of protecting the quality of life for the families of the North Street area communities.  We use the funds collected when necessary to retain the services of traffic consultants, attorneys and other city planning experts to defend our mission, often in conjunction with our neighboring residential associations such as Gedney and Rosedale.  Additionally, these funds are used to facilitate communications with members (mailings, websites, facebook, lawn signs etc.) and conduct events including our Annual Meeting and Septemberfest BBQ with Rosedale.  Dues for 2021 are $40 per family.

SeptemberFest 2019 - Saturday, September 28, 2019 at The Windward School

Residents of the North Street Area - Please join the North Street Area Civic Association (NSACA) along with the Rosedale Residential Association for the 2nd Annual SeptemberFest BBQ on Saturday, September 28th beginning at 1PM at the Windward School.  Please see the attached postcard for all the details.  It will be a great day to meet your neighbors while having great food and family fun!  Entrance to the BBQ is free if you have paid you annual dues of $35.  If you have not paid your annual dues, please see the separate post for the membership form or email - payment can be made by cash or check at the event as well. Thank you!

Public Meeting - 3/4/19 @ 7:30PM - RPW Development at 1133 Westchester Avenue

Dear Neighbors,

We would like you to be aware of, learn about and potentially comment on a proposed development near our North Street Area community. The Common Council is considering an application by the planned joint venture owner of a 20-acre parcel to be subdivided from the existing property located at 1133 Westchester Avenue to construct three five-story apartment buildings containing 303 units on that parcel. There is some confusion as to whether this use is consistent with existing zoning.  The property is within the C-O (Campus–Office) zone, which currently prohibits multi-family housing. However, in 2012, the Common Council passed a zoning ordinance that established a Planned Campus Development overlay district and allowed the Common Council to map on a site-by-site basis a master-planned mixed-use development overlay district on sites in the C-O zone having a minimum combined “lot area” of 10 acres. The applicant has requested a zoning map amendment to map this PCD overlay district on the site located at 1133 Westchester Avenue, as well as site plan approval for the project, submitting that the proposed project complies with the requirements of the PCD overlay district.

A Public Hearing has been scheduled for 7:30 PM this coming Monday, March 4, 2019 in the Common Council’s chambers at 255 Main Street, with respect to both the zoning map change and the site plan approval. We encourage North Street area residents to attend and learn about the project and ask questions and comment as appropriate. We understand that there will be opportunities for community members to speak at the public hearing and to submit written questions and comments before and after the meeting (and we plan to inform you when we have more details).

We very much appreciate that this developer (specifically, Robert Weisz and Andrew Weisz of RPW and Jonathan Gertman of NRP) has been forthcoming in sharing information with us and other members of the community.  In fact, representatives of the developer met this week with certain representatives of neighborhood associations, including ours, and have agreed to present at the next meeting of the White Plains Council of Neighborhood Associations (WPCNA) to be held at 7:30 PM on March 12, 2019 at Education House, 5 Homeside Lane. We recommend that North Street area residents attend what we hope will be a less formal opportunity to hear from and ask questions of the developer.

Stuart Pearlman

We mourn the passing of our Board member, Stuart Pearlman, early last month.  Stuart was a great soul and a proud advocate for our neighborhood. We all miss him very much. May his memory be a blessing.

Days before he passed, Stuart, always the master wordsmith, drafted a summary of this year's annual meeting. This summary is posted on this site not only to share what happened but as a continuing legacy of Stuart's contributions to our association and community.
